What is SKYREV?

SKYREV – the Swedish Association of Professional Local Government Auditors was established in year 2000. The association organises professional local government auditors in the audit offices of municipalities, county councils and regions as well as in audit firms.

The association seeks to be a strong participant in the development of local government auditing. By organising professionals and accepting responsibility for quality and development issues, SKYREV constitutes an essential complement and partner to associations and networks that primarily focus on elected representative auditors.

Today SKYREV has more than 300 members, more than 200 of which are certified. 

SKYREV shall be an important participant in the debate and development of local government auditing. The association provides experts with the opportunity to systematise and apply their experience in a new way. Generally accepted auditing standards in municipalities and county councils have primarily aimed to be a support to the elected representative auditors in their business. Through SKYREV there is now also a forum for the development of the experts’ intellectual capital and experience.
 

What does SKYREV do?

The association has established an independent certification board that handles the experts’ certification applications. The basic requirements are
 
a Master’s degree in economics and/or public administration and 
5 years’ qualified professional auditing experience, at least 2 of which are in local government auditing.

PROFESSIONAL ETHICS AND GENERALLY ACCEPTED AUDITING STANDARDS

SKYREV has developed, documented and approved a code of ethics for professional local government auditors. The association has also prepared application instructions that clarify the meaning of ethical regulations to the various phases of the auditing process. Work with quality development and documentation is now moving into other areas.

PROFESSIONAL EDUCATION

SKYREV’s cooperation with the School of Public Administration at Gothenburg University has resulted in two 10-credit courses, one in local government finance and one in local government administration. They were offered for the first time during the spring term of 2004. The association also has ambitions to support competence development by investments in experiential exchange, training, information and networking.

IN THE DAILY WORK

Today SKYREV’s members and certified auditors are working in the majority of municipal, regional and county council auditing offices. Our members are also consultants and employees with the country’s largest chartered auditing firms.

SKYREV’s certified auditors are responsible for the day-to-day professional auditing work and for qualified assignments as experts in most Swedish municipalities and county councils.

In daily work and through our professional development efforts, the members in SKYREV are assured of the expertise required for demanding assignments and expert support for elected representative auditors in Swedish local government auditing.
